A Place to Call Home
Just off a quiet neighborhood street, what was once a vacant, overgrown lot is now a thoughtfully built community for veterans in need. With mountain views, native landscaping, and touches like a charcoal BBQ and covered bike rack, the space offers more than shelter—it offers a real home. For the Reno Housing Authority (RHA), the transformation of this small parcel into a permanent supportive housing complex represents years of planning, collaboration, and hope.
Vision for Veterans
Dick Scott Manor was envisioned as a haven for unhoused and low-income veterans, designed to offer not just affordability but stability and long-term support. The 12-unit project offers deeply affordable housing paired with onsite case management through the VA Sierra Nevada Health Care System. The result is a cohesive model where residents receive housing, health care access, and services that support recovery and reintegration.
Navigating Constraints with Creativity
Plenium Builders joined the project as CMAR during preconstruction, tasked with helping RHA manage a tight site and a complex funding mix that included federal, state, city, and private sources. PB’s team leaned in early, providing design-phase cost evaluations, constructability input, and procurement strategies to help shape the project to budget while anticipating schedule risks.
The small infill lot created logistical hurdles: limited staging space, residential surroundings, and an unexpected 24-foot underground vault that emerged during excavation. PB quickly coordinated with engineers to develop a stabilization plan, preventing delays and ensuring structural integrity. The team also handled required offsite improvements—an unexpected but necessary scope addition—without derailing the project timeline.
Focused Coordination and Community Sensitivity
PB worked hand-in-hand with designers, trade partners, and RHA throughout construction to maintain security, reduce neighborhood impact, and meet the client’s high standard of quality. Just-in-time deliveries, temporary fencing, and strategic lighting helped keep the site organized and the neighbors informed and safe. Inside the units, PB’s attention to detail is evident in the clean finishes, resilient materials, and efficient mechanical systems designed for long-term performance.
A Lasting Tribute
The building honors the late Dick Scott, a former RHA board member, Washoe County Commissioner, and Reno City Councilman. His legacy of public service—especially in housing—lives on in the name and purpose of the property. That spirit of remembrance infused the build with meaning for every stakeholder, from the City of Reno to the VA and the Home Depot Foundation. PB is proud to have helped RHA in their efforts to bring this vision to life. Beyond construction, this project stands as a symbol of what’s possible when funding, design, and mission align.
